Problem is: It's a nightmare to build v8 on windows, especially for the Debug target and if you intent to use the results as input (static libs) for a regular VS2017 project. So when you finally found a "working" gn.args file, you don't touch it anymore. Mine use "true" for the 2 blobs. Why do you want v8 without the blobs ?
