Hello Chris, Thank you (to all authors) for bringing this forward. That effort is very much appreciated, specifically as we rely on it in work done in IEC on power system automation security.
I reviewed the latest version of the draft. I also reviewed earlier versions and the updated version describes the approach very well. I would like to second Rich here, it is very useful to have the reasoning for the changes included. I have no comments to the document.
