2- in some iterations, the received phase at A is fixed but does not equal other iterations.

You haven't noted whether the two USRPs are syncrhonized or not.

Two radios that are not synchronized to a common clock will NOT have mutual phase-coherence over any
  non-trivial interval.

Are you running RX continuously, or starting/stopping streams?
