I took a few minutes and looked at the current state of the BSP. It looks like you might have this image: https://github.com/EttusResearch/meta-ettus/blob/master/meta-ettus-core/recipes-core/images/developer-image.bb I forget where numpy is the gnuradio dependency tree, but I'm going to guess if you enable python support in gnuradio (yes it might be possible to use gnuradio without python) you will need numpy to build/run.
