That likely means that you have two different UHD installations in
different places on your system, and you'll have to resolve that first.
I'm not a Windows person, so hopefully someone who has done the UHD+Gnu
Radio install on Windows can chime in.

I am not using ethernet. I am using PCIe.

Could you show us the output of
uhd_usrp_probe --args "addr=192.168.10.2" [or whatever address
you're using for your device]
