What is the reason behind all this? Why do you want to start/stop apps
without the manager app? Why don't you want to fix your webapp so that
your configuration will not get overwritten during each Tomcat restart?
Have you read all of Chris' mails in this thread? Especially that one
regarding default ip-filters in the manager app?
