I believe that's on the right track but slightly misleading. My quick analysis is that the rule is really TO_NO_BRKTS & MIME_HTML_ONLY.  So if it's not a MIME multipart email but still in HTML only, it won't trigger.

Ah! Thats it. The other mail is base64 and no MIME multipart.
