Shell access means being able to log into their server and get a command prompt, so that you can do configuration that isn’t supported by their control panel. Looking at Lunarpages pricing page, it looks like shell access is a $2.00 per month add-on. Since you don’t know what it is, I expect you didn’t think it was worth paying extra for it, so you probably don’t have it.
