Are you able to get 100% successful for the "make test"?
As some people's suggestion, I had no problem to modify Makefile to
include SSL include files and its libraries, or use @INC for
Makefile.PL. The make was successful, however, it failed at the "make
run." Not to mention Crypt::OpenSSL::RSA. For Spamassassin plugins
that are required Crypt::OpenSSL::RSA will fail because of SSL.
Thanks.

I solved this by installing
aptitude install libssl0.9.8 libssl-dev
in my Debian Etch. You need OpenSSL libraries and headers for
Crypt::OpenSSL::Random to install.

Thank all of your replies.
I did try the following option:
perl Makefile.PL INC='-I/usr/local/ssl/include'
LIBS='-L/usr/local/ssl/lib -lssl -lcrypto'
The "make test" still failed for the SSL portion. Any ideal?
Thanks.

Edit Makefile.PL and add -lssl and -lcrypto to the LIBS line. I also
had
to
add an include line for the SSL headers.
Then rerun Makefile.PL
Or you can try the following:
perl Makefile.PL INC='-I/usr/local/ssl/include'
LIBS='-L/usr/local/ssl/lib -lssl -lcrypto'
(all on one line)
