spam with SPF fail is not presented to SpamAssassin.
Actually this makes sense in my situation.
I normally reject at the MTA on FAIL and let everything else through
where it gets examined by SA. I have users who use AUTH to connect to
my server from outside to send mail. The MTA correctly ignores the
fact that they are connected from a unauthorized, according to SPF,
IP address but because SA scans the outgoing email regardless, it
scores that message as a FAIL. If the score was too high for FAIL
then these legitimate messages could be rejected even before they
left the sending server.
