What's funny about this nm-applet bug was that NetworkManager WAS
running, but the icon wasn't appearing.

Before the fix rolled in for F21, I used this command in a terminal to
restart the panel, after which the nm icon appeared in the
notification area every time:

$ xfce4-panel -r
