I can switch to a terminal with Ctrl+Alt+F2 and reboot.
I suspect that it is because the nvidia proprietary drivers were not
updated at the same time as the kernel. I has always been like that
but the issue has never been a stop with "Failed to start Wait for
Plymouth Boot Screen to Quit see 'systemctl status
plymouth-quit-wait.service' for details".
I will wait till the nvidia are updated for 3.7.7.
