Personally, I doubt that limiting the number of boxes that can access the Internet at any one time is their ultimate goal. They probably have something different in mind and have decided that this is the way to get it. If I were you, I'd ask them what it is they're trying to accomplish, because there's probably a better, simpler, easier way to do it.
