(/boot/efi/EFI/)?
Did one of your installations format an ESP including Windows
representation?
How many disks do you have?
How many ESPs do you have?
No ESP. Probably a hint?
How did it install without an ESP? How is grub even booting?
There must be one, but maybe you reformatted it during the Fedora
install. Look for a small FAT partition with an EFI directory.
