Windows doesn't like to be booted from grub. You need to use the
BIOS boot menu to switch.
It is missing from the BIOS boot menu as well.
I don't know how that's possible. Fedora definitely wouldn't do that.
See if there's an option in the BIOS to boot a specific EFI file and
pick the windows boot manager. There also might be an option from the
windows installer to fix the boot.
