And "cat" and any other tool that can write to a device file. These tools
don't care what actual hardware is accessed via the /dev entry.

No. It worked out of coincidence, as a side-effect of a combination of
medium, hardware, firmware perhaps too, and device driver magic. It has
never been a widely recommended way to burn CDs or DVDs. Not like using dd
or tar for creating archives on tape.
