Take a step back - the issue is that you are using the mod_php DSO. You do not want to use the DSO, and instead, you want to use mod_proxy_fcgi to interact with a php-fpm instead. You should not have any runtime dependency on php from httpd's point of view.
What you want is enough light httpd threads. With event, you can easily spawn 5000+ workers and use less than 30MB in total.
