I have to agree with Elizabeth regarding IRC. It is probably best to stick with the same communication channels that Ubuntu uses. In terms of time, it is hard to say what time is best, but I know that the current time and day seems to be good in theory, but I almost never seem to make it. My computer tends to be shut down on the weekends, so maybe a week day would be better.

And just to step back to speak to IRC, it is still the core chat
communication method for meetings and work done on Ubuntu itself. I
understand we're working to expand beyond the Usual Suspects, but in
the context of Ubuntu, it is definitely still used. It's very easy to
join via web browser if you're just seeking to come to our meetings,
Nathan even includes a link to access it via a web browser for every
meeting, so you don't need to install any software, figure out
servers, or anything difficult really to join us.
