Good to see someone new here! We're making progress with the UKTeam wiki pages (https://wiki.ubuntu.com/UKTeam) in the last week or two, so I've added you to the members list there. Don't think there are only four people - it's just that everyone hasn't added there names yet! There's no formal "joining" to be done, just dive right in and contribute where you can. If there's anything you feel you can bring to the UKTeam wiki pages edit away.
It's been mentioned lately that the English-speaking LoCo teams have a slightly different role from the non-English ones; since the main Ubuntu site is in English translation of support materials is obviously irrelevant. That said, there are plenty of things that are specific to the UK that people around here are keep to develop and the UKTeam wiki pages should give you a good feel for those.
