Well, it's a bit more complicated. I don't think any (or at least most) packages don't have transitional packages to attempt to automigrate users of the old packages to the new one. And the -dbgsym packages are in a different part of the archive that isn't enabled by default. (I believe it would violate policy to have packages depend on packages that aren't installable). However, in Ubuntu, you should always use the dbgsym packages. In regular yakkety, libgtk-3-0-dbgsym exists and simply depends on libgtk-3-0-dbg. In zesty (and backported to yakkety), libgtk-3-0-dbg has gone away so if you had the dbgsym package installed you would have been fine. This is at least how I understand what's going on. There is a Debian packaging issue where package should use a --dbgsym-migration rule to help force the uninstall of the old dbg packages so if you come across a similar issue, please report it. A few packages probably don't have that rule. For GTK3, we'll be adding that rule in the next upload.
