You can uninstall libgtk-3.0-dbg as it's no longer built from source.

If you want debug symbols, you'll have to ensure the correct lines are
set in your sources.list. For the regular Ubuntu archive, see
https://wiki.ubuntu.com/Debug%20Symbol%20Packages
For PPAs, it's the same as the regular line but use 'main/debug'
instead of 'main'.

Run apt update, then install libgtk-3-0-dbgsym

This is a bug in the Debian packaging as it should have been set up to
automatically transition you to the new named package.
