On my system at least, sendsigs runs before any unmounting scripts, and a read-write filesystem isn't required for playing a sound, but I think we already agree that this wouldn't be an ideal solution. If we can't guarantee a useful length of time for a shutdown sound, then we either need to make space for one, or forego the shutdown sound entirely.
