I think Boris is right that the issue is not simply “470 is old.” The problem is that the package transition moves affected users toward 535, while 535 cannot drive Kepler hardware. That is not a working migration path; it is a broken one.
Even if Ubuntu’s position is that 470 is unsupported now, the packaging should not make 535 look like a replacement for hardware it will ignore. The practical ask is modest: either stop the misleading transition, or document the breakage clearly at the package/update level so users know they must choose nouveau, pin 470 at their own risk, use NVIDIA’s .run installer, or use a community workaround.
