Is there some way to escalate this issue? An update that breaks systems
seems like a major problem that needs a fix, and it is being ignored.

After reinstalling the 470 driver, you need to prevent this from happening 
again. This seems like a good solution:
$ cat /etc/apt/preferences.d/nvidia-470-pin.pref
Package: *nvidia*470
Pin: version 470.256.02-0ubuntu0.24.04.1
Pin-Priority: 999

Whoever wants to try running the 470 driver on a newer kernel can try:
https://github.com/joanbm/nvidia-470xx-linux-mainline
