I ran into this yesterday when performing a system update; 470 was
upgraded to 535 behind my back and my video card became a potato; having
535 installed at all prevented nouveau from loading because 535 would
load, declare the video card as unsupported, and fail.

I was able to get nouveau running (with a sharp decline in performance) with:
sudo apt purge nvidia* libnvidia* 

The right answer is probably to put the 470 packages back in place but
have them require kernel 6.8 for those staying on Noble for the LTS
duration.
