I realised I had the apport service disabled, so I re-enabled it.

killall -USR1 gnome-shell still did not generate a crash report, neither
did killall -QUIT gnome-shell.

But killall -ABRT gnome-shell did generate a crash report, so I uploaded
it using ubuntu-bug:

I have Intel graphics in case it's helpful.
