I use lxde in Xephyr windows under Ubuntu 24.04

Given the hint it was the pager, I seemed to confirm that you could either...
1) Remove the "Desktop Pager" from your panel
or
2) ensure no boxes were ticked to "Stretch"

Either of these would result in not quite what I was used to, but show all my 
desired applets.
Approximations of what I wanted could be achieved by adding fat spacers.

Further, as a complete workaround perhaps, it seemed that if I manually edited
~/.config/lxpanel/LXDE/panels/panel

to have an absurdly wide width for some spacer applet, lxpanel does an arguably 
correct thing and restricts the overall panel to window width without any 
applets disappearing (i.e. not pushed off the right edge).
(actual filename will vary with what panel is being configured)

E.g.

Plugin {
  type=space
  Config {
    Size=2000
  }
}

I will also investigate whether multiple spacers with values set
properly by obconf (limited to 1000) will have the same effect, and
intend to report back.
