re comment #14: The /usr/lib/netplan/00-network-manager-all.yaml file is
installed as part of the "ubuntu-settings" package and sets the renderer
to "NetworkManager", on 22.04 that file was located in
/etc/netplan/01-network-manager-all.yaml and unowned (placed by the
installer). I think this is a red herring and probably unrelated to the
issues described here.


The journal logs for systemd-networkd and NetworkManager would probably be 
helpful, as requested in comment #16. Additionally, could you please provide 
the "nmcli device status" to see what interfaces NetworkManager considers to be 
managed?

What's curious is that your "nmcli connections show" output does not
list any of the netplan generated profiles...
