re comment #14: The /usr/lib/netplan/00-network-manager-all.yaml file is installed as part of the "ubuntu-settings" package and sets the renderer to "NetworkManager", on 22.04 that file was located in /etc/netplan/01-network-manager-all.yaml and unowned (placed by the installer). I think this is a red herring and probably unrelated to the issues described here.
The journal logs for systemd-networkd and NetworkManager would probably be helpful, as requested in comment #16. Additionally, could you please provide the "nmcli device status" to see what interfaces NetworkManager considers to be managed?
