Not according to networkctl:

'unmanaged' indicates that systemd-networkd is not configuring/managing
the interface.

I am a bit confused by your setup. Can you please clarify the following:

1. Are you *trying* to have mixed use of systemd-networkd and NetworkManager? 
Or do you just want one of them to manage network (you are starting with ubuntu 
server, but then installing ubuntu-desktop-minimal, which is a bit odd).
2. Is DNS supposed to be configured statically, or via DHCP?
3. Can you share the netplan config you are trying to apply?
