I have to agree with James. There is something wrong, I am facing the exactly same issue during the ubuntu-desktop-minimal installation on a fresh Ubuntu 24.04 server. In our environement we are installing the Ubuntu 22.04 and 24.04 servers on the exactly same way using Ansible.
