The main clue I think to [Bug 2097491] Re: 
"24.04 new uploader files not present where downloader is looking - no space 
left on device" can be shown by the following using either 
* Files and Dolphen report the entire drives size as 4.9 GiB instead of the 
entire drive's 57.7 GiB
* GParted and Startup Disk Creator report the entire drives size as 57.7 GiB 
but as [1] whole partition instead of showing the [6] existing partitions.
* KDE Partition Manager Does show 5 partitions totaling 57.7 GiB. Curiously the 
unallocated area between /dev/sdd3 and /dev/sdd4 of 1.18 MiB cannot be deleted 
or resized. /dev/sdd4 cannot be expanded or moved more than 1 MiB into it The 1 
MiB unallocated area the end of the drive is not listed.
The variance of number of partitions and sizes reported I think I need to 
report as a separate bug.
However that un-removable un-allocated area between /dev/sdd3 and /dev/sdd4 of 
1.18 MiB I think still is connected to the USB drive being mounted as 2 devices 
with the first as only 4.9 GiB. I have not found reference as to how much the 
installer requires and how the USB drive carrying it is organized
