I tried a few things to try and rule out problems in other places...

1. I inserted a USB stick into the port the USB Ethernet adapter normally 
connects to. It shows up on boot.
2. I removed the USB hard disk, since lsusb -t shows it coming off the same 
hub. That did not help.

I can't test the USB Ethernet adapter in another port because this
laptop only has the 1 type C port.
