FWIW: The interface is not currently being assigned an address because I
changed /etc/network/interface to make the wifi interface the primary
interface.

I tried a few variations on forcibly loading the kernel module (based on
https://ubuntuforums.org/showthread.php?t=2500309) but nothing helped.
The device never appeared. Only un-plugging and re-inserting the device
makes it show up.
