[ Impact ]

Users will be able to opt to use valkey instead of redis in Noble.
valkey is the project that was selected by Canonical and others big
players as the replacement of redis after the licensing change that
happened some months ago. Having valkey in a LTS release is the best way
to showcase it to our users.

In Noble, it will be a leaf package in universe with no reverse
dependency. So the impact to current users is zero, it will just give
them an option for in-memory data storage.

[ Test Case ]

The package must build fine in all architectures and the DEP-8 tests
should be passing as well.

[ Where problems could occur ]

TBH I cannot foresee any problem since it is a new package and it will
not impact whatever is in Noble right now. So no regressions here.
