Thank you for taking the time to report this bug and helping to make
Ubuntu better. Please answer these questions:

- What is the resolution of your monitor?
- What resolution does the file /etc/usplash.conf contain?

If the resolution in /etc/usplash.conf is not equal to the resolution of your 
monitor, please edit this file to set it to the correct resolution, then boot 
again with splash enabled. Do you see the splash screen now? 
To edit /etc/usplash.conf you can use the following command in a terminal 
window: $ sudo pico /etc/usplash.conf 

** Changed in: usplash (Ubuntu)
Sourcepackagename: None => usplash
       Status: New => Incomplete
