Init system calls hdparm script but my "hdparm.conf" had no-section. I've added one for adding "-B254".
Using "rgrep -i *" in "/etc" can tell you a lot of things but if you want more, for example, change hdparm binary with a wrapper script that calls real hdparm and logs its execution (date >> /var/tmp/hdparm.log).
