Well, seeing as this issue remains unresolved, I thought I'd mention
that the temporary workaround found in a similar bug #37821 has helped
relieve pain for me.

$ sudo wpa_cli
> ap_scan 0

It's also worth noting that this has been an issue for over a year now
according to just launchpad.net bug reports, and perhaps even 2-3 years
by google's search results.

I'm running the Netgear WG311T PCI card with Atheros chipset myself.
Both of the workarounds posted here and in the above mentioned bug
report have helped me temporarily.  Perhaps either could be incorporated
into a future network-manager/mad-wifi version?
