I tried setting my desktop font to the old ubuntu-title font which is a very incomplete font. The attached image of the desktop and gedit shows what the font server does when it comes across a missing glyph (it does the right thing and uses the sans one) on the left is the language selection dialog with arabic script, again working just fine with the missing glyphs substituted.
