Have done more testing, that explains the delay. It looks like the E620 modem connects if it is plugged in at boot time. It behaves erratically if plugged in after the system has booted without it being plugged in before the boot. I upgraded my test laptop with the official 10.04 LTS (2.6.32-21-generic #32) and the E620 modem behaves the same way: OK if connected before boot and behaves erratically if connected after the boot. The erratic behaviour includes not detecting the modem, detecting the modem but not picking the connection.
