Can you please acknowledge that it is not a bug that the network is enabled in recovery mode (when boot from grub) and that it is not a bug that the booting in recovery mode starts services that are not enabled when switching to single user mode with "init 1". If either of these are bugs, than can you please reopen this bug.
As I was trying to say before I believe the cause of this is the new upstart daemon. As more services are moved to upstart this is going to become a increasing problem, as upstart encourages started services based on what else is started, with no respect to run-level.
