Actually this has more to do with the design of the Linux plumbing
layer.  More userspace services are required to manage policy on behalf
of the kernel, which no longer does so itself.

The only difference between "single user" mode and "multiuser" mode is
how many logins are permitted.  In the former, we would ordinarily not
start gettys, multiple virtual consoles, network login services, etc.

No difference in the amount of system services running is implied or
intended.
