I wouldnt say that mouse-over effects are distracting , if they are subtle. 
[Also, distracting from what ? ;p ]
The present main window is non-reactive and rigid. Having a mild feedback 
should make these departments feel more like "You can select me now and see 
things i have to offer inside."

The simplest effect without using buttons ... is causing the departments
to zoom the icon a bit ~103% of the initial size/shine a light behind
the department.[kind of a glow effect].

Or if the mouse-over effect is not desired , the bare minimum would be to:
Drop the "s" from Departments ,on mouse-over , and display the name of the 
department in the title. [if possible add a little animation to the name being 
displayed ;) ]
Attaching mockup...

But, IMO , the icons reacting to mouse-over would be a better option ,
and would not be distracting , if the effect is subtle and yet
noticeable.
