"Distracting from what" = distracting from whatever you're actually aiming at when the pointer happens to pass over the thing that has the mouseover. Mouseover effects should be used only when showing the affordance all the time would make the interface too busy, and that's certainly not the case here -- the lobby is quite sparse.
I don't understand the point of repeating, far away, the name of a department whose name is already displayed close below the pointer.
