That is the same UPDATE response I got earlier. It simply means the meta package is not released (yet). Just goto https://edge.launchpad.net/ubuntu/+source/linux/2.6.31-8.28/+build/1192025 and select your matching kernel, 'wget' the package, then use dpkg -i linux-image-2.6.31-8-generic_2.6.31-8.28_i386.deb (or whataver kernel package matches).
