Yes, Debian is lagging behind somewhat; I noticed this because the machine I'm typing this email on runs Ubuntu, downstream from Debian.

Although TZDB 2025a (released January 15) was accepted into Debian unstable tzdata on January 17, it didn't make it to Debian testing until February 21, was not accepted into Debian proposed-updates until March 1, and still hasn't made it into Debian stable.[1]

This won't give Debian's users and downstream distros much time to update before their clocks start to go wrong on March 22 in Paraguay.

I'll cc this to the Debian and Ubuntu tzdata maintainers to see whether they have any insight about this.
