Checking in on Windows, it seems there is a 7 day old blog entry explaining that patches are now available for Windows versions back to Windows 7 SP1/Server 2008 SP2: https://techcommunity.microsoft.com/blog/dstblog/paraguay-2025-time-zone-update-now-available/4386720 A quick check of available updates for Ubuntu 24.04 LTS shows that a 2025a version of the tz package is not yet available.
