Repology shows 23/46 distros have some release(s) current, often only the
bleeding edge, although stable and older releases may or may not yet have

The announcement is here and explains the changes made for Paraguay:

Operating system and application vendors are responsible
for distributing updates for their products.
Checking in on Windows, it seems there is a 7 day old blog entry explaining that
patches are now available for Windows versions back to Windows 7 SP1/Server
2008 SP2:

A quick check of available updates for Ubuntu 24.04 LTS shows
that a 2025a version of the tz package is not yet available.
This indicates that OS support for the Paraguayan
DST change is not yet complete across the board.

DST is no longer in use.
Clocks do not change in Paraguay.
The previous DST change in Paraguay was on October 15, 2024.
Is there a new software release available for this update?
