I don't know where I got this information from, since I do not and never
will watch Dr Phil, but I believe his offer of help is a referral to a
licensed therapist.

I have seen two articles about this show. The one that Steve linked and the
AV Club. Both draw their conclusions and condemn Phil based on the short
preview video on YouTube. Back when the best critics worked at newspapers
at least one would call Phil's production company and report on how this
interview came about and praise or condemn him after that with more
knowledge. Right now I don't know if this interview is a real path to help
or simple exploitation and the websites don't know either.
