Hi, had time to work on this today.  Basically, the last sys admin had 
setup groups under the authz file.  Once adding that user in, he is able to 
log into the repo with a user id and password.  

I just need to get a better understanding of how these files work (auth, 
passwd and svnserve.conf) and then the repo with these files in it too and 
how they all work together.
