I'm a sys admin that managing Subversion repo on a RHEL5 VM.  I have end users 
who are using TortoiseSVN v1.9 from Windows 10 desktop.

I have a new user come into our group and I've added that user under /conf, 
passwd file and he is not able to log in from his Windows 10 Desktop, using 
TortoiseSVN v1.9.  When trying to log in, we are getting "Authorization failed" 
error.  Under settings, I had this user clear Authentication Data and clear all 
other data and still can't get logged in. 

I tried to have him log in from my Windows 10 Desktop and he still gets the 
same error.  I tried to setup a generic user on that same repo and still get 
the same error message.  There is an older user account where I used the "#" 
character to set it so that user can't log in. I removed the "#"character and I 
get the same error message. as well. 

I am able to log in ok from my Windows 10 Desktop ok, and I have another 
co-worker who is also able to log in ok as well.  We both cleared all of the 
Authentication Data and were able to log still ok. 

My question is how and where do I begin to troubleshoot this? I don't see any 
logging on the RHEL Subversion server and I don't know of a way to log this 
from TortoiseSVN either.
